Yes, this suit is not overly bulky so it won't compromise the seat belt system on your car seat...the idea is that the straps are comfortably tight enough so that they have no chance of slipping off in the case of sudden movement or the child cannot slip out from underneath (during an extreme impact in various directions)...a bulky snowsuit may not allow the seat belt straps to be sufficiently tightened and the child can actually slide around inside their suit compromising safety...but this suit is not so bulky.
If it is very cold, this suit combined with a bunting bag over top of the seat is ideal.

However, I would suggest that if it is cool enough that you would not be comfortable in a mid-weight fleece sweater while sedentary, your child will probably feel the same.

There is a risk of a polyester fabric allergy as some people do react ranging from mild to severe symptoms. It would be best to test for a polyester allergy with a doctor before dressing your son in a polyester suit. If your looking for an alternative, the toaster suit though made with polyester has a nylon lining which will prevent the polyester from contacting the skin.
