Could I use this derailleur to replace a Suntour XR200?

This particular shimano product is a frame-mount derailleur. The type of derailleur you would be looking for to be compatible with the Suntour XR200 is an axle-mount derailleur such as the Tourney RD-FT30, which MEC doesn't carry but you could definitely find one through other Shimano dealers.

Can the TX-35 replace a TX-30?

I'm having difficulty finding detailed information on this subject. But I need a cheap replacement for a Shimano TX-30.

It should work as long if the existing derailleur bolts on to a hanger which is below the rear axle. If your bike has the derailleur attached by the axle nut itself, no it will not work. MEC does not carry this variety of rear derailleur but if you can get one at another shop it should not be expensive.
