Without the spare wheel mounted to the back of your tailgate there will be enough clearance to allow access when the tailgate is partially or mostly open if not fully open.

The Softride Hang 5 Rear Rack should work fine with the 2013 Grand Caravan. It comes with a hitch lock (Softride Part #25056).

The top of the parallelogram on the Softride Hang 5 Rear Receiver Rack sits between 5-7.5" laterally from the receiver pin on your hitch. If your spare tire sticks out more than than, then this rack will not fit.

Question

Different size bikes at the same time?

Can you transport 2 adult sized bikes and 3 kids at the same time? The manual on Softride's site doesn't mention it but their documents seem to show bikes all the same size when loaded. I also do not see any adjustment for the distance between handlebar to rear wheel connection points.

It really depends on the size/shape of the bikes you want to carry. Bike frames of the same style/dimensions will fit best together on this rack.
The manufacturers site
http://www.softride.com/rack-products/specifications/softride_hang5_bike_rack#
states that this rack does have the capacity to carry some kid's bikes with 24" wheels and up. It will not fit smaller bike frames.
You can adjust this rack to a more compact wheelbase size when installing. Check out the download instructions.
